In 1924 the town of Valdosta was founded and the first airfield was established on land donated by J.C. Penney. It was named after Lt. Col. James M. Douglas who participated in the development of airpower during World War I and went on to serve as Secretary of State under President Franklin D. Roosevelt. The first aircraft to land at the new field was a Wright brothers biplane flown by Eustace Miller on December 20th 1924. At that time Valdosta had no paved runway and only grass strips ran parallel to the present day runways.
In 1937 the Civilian Pilot Training School moved from Monroe Field in Athens to Valdosta Regional Airport where they remained until 1962 when they moved to Brooks Field in Montgomery, Alabama. During this time 1,459 pilots were trained here including many who would go on to fight in World War II such as Col Billy Mitchell
